Radar plotting

This is an example to plot NEXRAD data from the UCAR THREDDS server for the gallery. Still needs a little work, including adding some comments throughout the notebook, but wanted to start this to remember to finish it.

To Do:

  • [] use new MetPy functionality to compute lat/lon grid values
  • [] modify to use Siphon to pull data

Okay, I don't know how so many other commits ended up in this PR. I'll try to fix that at sine point.
