WFO / Regional Localization Error

For some reason with all of my machines both CentOS and Windows for some reason, I keep getting errors with displaying my Regional and WFO maps in the 5-panel layout. I get these errors every single time I start up CAVE. I've tried to delete CAVEdata and re-install AWIPS in general and still getting the error. Any idea why this could be?

Looks like you are missing a file.java.lang.IllegalStateException: scalesInfo.xml references missing file Regional.xml

If you are using the Unidata EDEX server, their map scales will override scales you have locally on your local machine.
