add ability to draw arrows on maps using declarative

What should we add?

Capturing the idea that it would be great to add an ArrowPlot to the declarative syntax for plotting Matplotlib quivers (i.e., arrows) to complement the wind barb plotting feature. This should be a fairly straightforward add and the primary use case would be for Q-vectors but would also serve those wishing to plot wind as a vector instead of a barb.
