• [ ] Require extra verification on new account appeals coming from proxies (eventually to be forced even more for #438) 🔒
• [ ] Consider mitigation at the IP level 🔒
• [x] Add a flag to the appeal which alerts if an IP is using a proxy
• [ ] Track the new status via #718
