uBFT consensus protocol

We will add uBFT consensus protocol in our technical whitepaper. uBFT consensus protocol will be our unique consensus protocol to address serval drawback of dBFT, a consensus protocol that will be decentralized and supporting high TPS for content industry.

We also need to implement and test it.
