REPL recovery codes for third-party transpilers

The REPL classifies certain TS diagnostic codes as recoverable, allowing multiline input in the REPL.

Third-party transpilers can be granted the ability to classify their own errors as recoverable. Can be exposed as a new, optional method on the transpiler: isRecoverable(error): boolean
