Added a minimal WIP version of caching members content

• Ultimately the goal here is to get this to a place where we can deploy it to a single customer's site in production to validate and test the caching solution
• This is a minimal version of it to unblock the VCL implementation, but it isn't ready to be deployed to production yet (mostly it just needs tests)
• This PR is a work in progress and will be updated with more changes as we progress
