[Metamagic Feat] Elemental Spell

The main suggestion is adding the "elemental spell" metamagic feat, which is already part of the spec but was not implemented by owlcat. I know elemental bloodlines make this somewhat redundant, but it would be nice for some builds to not have to dip a level in order to convert spells into a specific element. E.g., winter witch.
