Support for re-scaled systems day length

The panel displays resource usage rate based on Stock or RSS day/year length only. This cause the displayed time to be wrong for re-scaled systems such as JNSQ.

I suspect this to come from https://github.com/TriggerAu/AlternateResourcePanel/blob/master/AlternateResourcePanel/SharedStuff/Drawing.cs lines 268-303.

A potential fix would be to make that configurable. Or better, it could be auto-detected from the home world as some other mods do (USI-LS and USI-TAC do that AFAIK).

Would also really like this. I am currently desperately trying to rescue a Kerbal after realizing the "time remaining" did not account for a 24 hour day.
