Add auto-suggested "terms" to Step 2

In the design mockups and spec we have discussed the idea of auto-suggesting terms in the Step 2 section of Harvester. The idea I remember / had been thinking about doing was using DataPackages that get loaded from the server and exposed via a JSON URL
