Remove Deleted Documents

Deleted documents (maybe since last batch) tracked with https://github.com/TransparencyToolkit/DocManager/issues/10 should be removed from public instance when republish is run. Since they are deleted, it is difficult to know if they match the conditions for publication. So perhaps all deleted should be removed each time publish is run.
