Add a filter to the action cache

By default Reclient caches failed executions. It would be nice to be able to filter these so they don't get persisted. For example, the GrpcStore concurrency issue caused many builds to fail and now they won't re-try because they have failures in the action cache.

I think this could easily be done in CAS decorator/wrapper.
