rainbowtag bypasses character limit

bringing this from http://totalfreedom.boards.net/thread/54292/fix-rainbowtag so they can stop fighting about it

rainbowtag doesn't have a current character limit and there should be one put in place like the normal tag limit.

The thing is, Rainbow Tag command isn't on GitHub.

We do not currently support the TF Server branch, it is only a temporary branch where we were intending try and merge support, but it has not worked so well. I'll leave this here as a server patched issue that one of the TF developers will need to address.
