Freeze effect doesn't work with the rain particles

Steps to reproduce issue:

Type command "/weather rain" and press "R" key to freeze the particles

MC Version:

1.12.2

FBP Version:

2.4.1

Forge Version (e.g. 2604):

2781

Wouldn't your game crash from the particle count continuously increasing if freezing rain particles worked?
