Add pymeasure

I added a section for measurement control (controlling measurement in an experiment in the lab) and included my first suggestion: pymeasure.

It contains python drivers for several measurement devices (voltage sources, oscilloscopes, etc.) as well as a framework for doing series of measurements and a graphical interface to show the results.
