Fix: Prevent signers with low voting power from creating new entries in DB

We are vulnerable to a variation of dust attacks with our current configuration, where a malicious actor can create hundreds of thousands of random identities and send data to our servers; they'd all get created. We should drop actors with low voting power right after they connect to the broker.
