I installed it on a PC with windows 8 and as administrator it works perfectly, but when changing to a user account without administrator permissions, it only shows the configuration option in the contextual menu.

Can you send the Settings.user.xml file of the no-administrator account pls ? Notice: ⊞+R and write %localappdata%\FileConverter

I found the same issue, it appears to be a problem with the writing of the presets to the registry for the user, giving the user admin rights for the first time you run and configure the presets appears to fix it.
