update the BP209 C++ and C# code to fit 9.3 version SDK

  1. Add setThorlabsBeamCompatibleCoordinateSystem(true) method to make all position coordinates compatible with Thorlabs Beam Software
  2. For C# WinForm code, improve the frame rate by avoiding duplicately calling request_scan_data and request_scan_data
