Chat completion API is deprecating the functions and function_call in favour of tools and tool_choice

In 0.18.2 there's still no "tools" option for the request and no "tool" as a role for response to request.

I test them manually, have those tests in local, running all using a script :) and I dont allow unknown merges so, its safe :)
