Remove the Speaker Tower being seen as a defence

Like we all know the Speaker Tower is rarely being used by players, 1 of the reasons its barely being used in the front of a base is cause of it getting attack by units without guard mode or manual targeting.

Attack move or just a unit being near the Speaker Tower makes the units attack the building, this is actually not really an expected thing to happens since the Speaker Tower can not damage units.

This change will make players build it a bit more without needing a real buff.

The Speaker Tower cannot make up its mind - is it a base defense or a building? It has FS_BASE_DEFENSE, IMMUNE_TO_CAPTURE and MP_COUNT_FOR_VICTORY. If its a base defense it should not count towards victory, and if its a regular building, it should be capturable.

I do think it need a range buff though..

By making it not get auto attacked by units would make it so this building would survive for a longer time. And the speakertower should not have FS_BASE_DEFENSE and MP_COUNT_FOR_VICTORY, this does not unlock tech tree, allow for production, give power and does not give money. So nothing a normal building would do. Also removing MP_COUNT_FOR_VICTORY has been suggested in another topic.

Once again we first got to see how good this change alone does before making more buffs to it.

I support making the Propaganda Tower not auto attacked by nearby enemies.
