setting on config page don't stick, ssh, ftp, telnet refuse connection, can't play rtsp stream, no snapshots and PTZ doesn't work

when changes are made (and saved from button at the bottom of the page) on the config page, then reboot, all changes are gone

when the configuration is saved locally, then modified, then uploaded, the changes therein stick

except httpd, (ftp, telnet, rtsp, ssh) daemons refuse connection

ptz buttons do no move camera

(using 1080p dome camera release )
