Added Reverse Selection Sort Algorithm

Describe your change:

Fixes issue #11800.

This update adds an implementation of the Reverse Selection Sort algorithm, which was missing from the repository. In this variation, the core behavior of selection sort is retained, but subarrays are reversed to progressively sort the array. Additionally, I have added comments to clarify the purpose of the inner loop for future readers.
