I'd assume Xiaomi restritcted MIUI unlocking for that device. It's also Chinese.
To be clear - trying to unlock tells you to go to the Community app, or results with a similar error?
Same error, says go comunity app. Purchased device from MediaMarkt Netherlands. When unlock app go exact 00:00 bejing time says quota reached
Error 10000, also with miunlocktool and with without vpn
I have OS version 1.0.6.0, should I update?

Community unlock doesn't work, nor does mi unlock
In later versions of HyperOS 1 and onwards Xiaomi used different encryption algorithms that made such tools can't forge requests to the server. If you're still on HyperOS 1, use this link here to patch Settings app (install via ADB) and proceed on computer as normal. If you're on HyperOS 2 or later, you're out of luck if you're on a Chinese device.

Edit: Some said use 9008 mode for SnapDragon or MTK sp_flash _tools for MediaTek, but I don't endorse it because it's much harder and involves more risks to your devices and some newer devices have blocked these methods.
same here, device is global tho...
