Inverting condition in funnel insight doesn't seem to work as expected

I'm having an issue while editing an insiqht.

Maybe I'm thinking about this wrong, but I would expect that when I negate my second funnel filter, it should go from Step 2 having 3.99% to Step 2 having 96.01%. Instead, it shows 99.99%.

What I am trying to do is see users who triggered the would_show_upsell event, then did not trigger the show_onboarding_upsell event, then triggered a nihonog_pro_purchased event. Am I doing this incorrectly, or does this look like a bug?
