Flutter web apps not usable on Telegram's browse

Description

Telegram web browser closes when swiping down a flutter web app. Unlike bots/mini-apps, the browser doesn't provide an API to prevent it, or it's not working

Expected Behavior

When swiping down in a flutter app, nothing should happen, as it works in all browser apps, because flutter actually works inside its canvas

Actual Behavior

Telegram closes the app when trying to swipe down, after scrolling the app

Steps to Reproduce

1. Open the telegram browser (you can click any link)
2. Enter in the website https://todo.hubitproject.com/flutter_bug_ck/
3. Scroll down, then remove the finger, and try scroll up
