settings.json also gets copied when migrating to a new installation folder

This file should only exist in %appdata%\.technic, so it shouldn't be copied by the folder migration code. The new settings.json actually doesn't isn't used at all. This only happens when it's moving from the default folder (%appdata%\.technic).
