We should be able to parent windows to other windows using ImGui (like the debug console does)

I want to make a scrolling list area for my ImGui tool, and having it behave like the debug console or log viewer would be very convenient. Currently you have to manually scroll down when a new item is added to the list, unlike the debug console which has a section that scrolls for you.
