Left and right window placement in the wrong place

The automatic positioning and sizing of windows does not appear to be working after I upgraded from Windows 8.1 to Windows 10. The default left and right positions leave a gap to the left of the left window, to the right of the right window, between the two windows, and below both windows.

It's possible to resize the windows manually, and the settings will be saved for that file - however, new files will continue to have windows of the wrong size.

Is there a way to change the settings for window placement?
