Rewrite of the spec

This PR:

  • Splits off discovery in its own spec (related: #96 #100)
  • Reviews the non-normative introduction/overview section (related: #94 )
  • Rewrites the spec from the perspective of the client (related: #112 )
  • Adds text for clients traversing (related #104)
  • Splits off compatibility as a draft spec: it is to be reviewed
  • Splits off imports as a draft spec: it is to be reviewed

This indirectly also closes https://github.com/TREEcg/specification/issues/92#issuecomment-2324938724

Decided during the 2024-09-05 meeting:

  • The discovery specification will at this point be made a draft report
  • The traversal spec can still be improved, but is better than ever before at this point
