[Opera] Some dumps of some titles not launching, but they work in upstream

<eien86> My current hypothesis is some missing region configuration in the waterboxed core, causing the console to reject the dump, whereas the RetroArch UI does properly set these values <eien86> in my experience, these type of problems tend to have really simple solutions. But somebody needs to do the digging

Wordy title. This has been talked about in the Discord, but just making a hard issue report here.

Basically some dumps are unable to run in Hawk, whereas in Opera it runs fine. This also falls into certain dumps of specific titles like with Out of this World where it can go from not working in Hawk to being completely fine.

Road Rash as the comparison where no version that I found was able to work within Hawk at all:

The Redump Europe release (and rev1) is working (even on US bios/ntsc). Redump US release not working.
