COMP: Upgrade ITK from v5.3rc03 to v5.3rc04

Upgraded ITK on the CI to version 5.3 RC04, which was tagged on 12 July 2022: https://github.com/InsightSoftwareConsortium/ITK/releases/tag/v5.3rc04

Follow-up to pull request https://github.com/SuperElastix/elastix/pull/620 commit a0cf5235691ab0e7416600ed29db5abf2ff8ffe2 "COMP: Upgrade ITK from v5.2.0 to v5.3rc03", 18 February 2022.

@thewtex FYI, elastix (current develop branch, commit fa9bf01d09e6f489407717679e18cf814639b208) appears to build fine with both ITK 5.3rc03 and ITK 5.3rc04 now 😃

For the record, ITK 5.3 Release Candidate 4 was officially announced at https://discourse.itk.org/t/itk-5-3-release-candidate-4-available-for-testing/5290 by Matt McCormick (@thewtex).
