Exclude ScrollOffset effect on build window

It would be nice if there would be someway to exclude the effects of ScrollOffset on the Sublime build window.

I've configured ScrollOffset with the following setting "vertical_margin" : 10, and the result is a lot of severe jumping up and down as the build window auto-scrolls down.
