Make all headers links

Would it be possible for all heading levels in the Style Guide to have unique links? For example, I'd like to be able to link directly to section 3.4.4.1, but I can only get a link for 3.4.4. The use cases for this are referring to specific sections in the context of feedback for writers and in various Slack discussions about conventions/style.

Along similar lines I'd love be able to copy a link from the header in the content rather than having to load the section form the ToC, and then copy the complete URL. For example, IBM style has these little link icons that enable me to copy the link without having to reload the page from the ToC.
