Enhancement: Allow transparent textures to tint lighting that passes through them.

Currently, there is no version of VRAD where lighting is tinted as it passes through transparent textures. This would be a great enhancement for Strata, there's lots of aesthetic potential for this. In HL2 Lost Coast, there's this beautiful church with stained glass windows, but, unfortunately, the lighting is not tinted by the windows as it passes through them. This would make the church significantly prettier, even if it's already beautiful. I'm only asking for this to be done to VRAD, this isn't necessary for CSM/Projected textures (though it would be nice)
