USER ISSUE: 840 Mayoral titles and 840 election processes

Steps to Reproduce:

1. Found a settlement
2. At a board of elections or government office revise the mayor role and default electoral process with a new name
3. It then overwrites the default electoral process and mayor role causing the system to try to replace it

Expected behavior: It should accept the revised process and role as functioning, instead of detecting an error

Actual behavior: Instead, about every 2 minutes it creates a backup draft mayoral role and draft election process, and then nullifies the previous draft role,

Hi, I am currently also experiencing this issue, where it is generating a new mayor draft exactly every 5 minutes. It seems to have happened in the same way as they described. I changed the election process and put it up for a vote, and then changed the mayor position instantly (using a clause set in the constitution). Then it started generating infinite mayor drafts for no apparent reason.

I had a hand in the creation of this issue on MaiestasHaven (different server than OP and the above poster). I was expanding the country building and I picked up the desk that houses the leader title (I forget which one that is offhand) and then I placed it back down once I found a good spot for it in the build. I saw it generate a new title and I went to the desk to check and there was in fact not a new title on the desk. I thought about making a title on the desk but I realized that doesn't change the "leader" title that just makes a whole new title for other use.
