Server settings are not saved

I'm running the server under Windows 10.

It looks like there's some bugs with the settings that they can't be saved. I tried running with admin rights. I tried modifying the config.xml in the App data folder myself. None of that works.

The settings that I tried to change are starting at boot, start minimized, and custom actions.
