Portal: Fix Create Namespace Functionality

Hello,

We have a few important updates to be completed on our new and old AAW portals.

OLD Portal Link: Advanced Analytics Workspace (statcan.gc.ca) NEW Portal Link: Data Analytics as a Service (statcan.gc.ca)

For Kubeflow, in the options (...) --> REQUEST A NAMESPACE (...) --> Requesting a Kubeflow Namespace, we will instead PR Jsonnet file into https://github.com/StatCan/aaw-kubeflow-profiles when sending the request

@blairdrummond could you please add a quick description of what we require the Cloud Native to do with the gh service account in order to restore both portal namespace creation request feature.
