S3Proxy: Protected-B and Unclassified Deployment for each namespace

Need to have 2 s3proxy instances (services, deployment, etc.) for protected b and unclassified respectively.

The one accessed through the Kubeflow interface by default is only the unclassified one so there is no change here. The only thing we need is a duplicate deployment that is just for protected B use that is only accessed through the noVNC notebook.

Can follow same pattern as Gitea
