Test Kubeflow 1.6 + Kubernetes 1.22

Description

AKS no longer supports Kubernetes v1.21.x. Among other implications, this means that we cannot add new node pools to our clusters.

As per discussion with CNS, there is a plan to roll out Kubernetes v1.22 in the near future. However, we will need to upgrade to Kubeflow v1.6 if we upgrade K8s to v1.22.

This should be given quite a high priority; it would be highly desirable to be running a version of Kubernetes supported by AKS.
