Blob-CSI: Update kubecost to more accurately aggregate storage cost

Since we are statically provisioning PV's, we need to assign a large size for the PV when created. We need to figure out how to properly reflect storage costs within kubecost, by potentially ignoring the cost of these large PV's or by investigating if it is possible to query storage information from azure containers.
