Unattached disk cleanup part deux

relates to #1121

A message to users was sent to review their unattached volumes in Slack and an email to all users will also be sent. On July 22nd review new list of unattached disks in Azure portal -> disks to confirm that the amount has been reduced Evaluate if some can be deleted.

Create feature request issue to hash out the automation of this effort.
