Drop PSScriptAnalyzer build step

ScriptAnalyzer has a nasty habit of erroring out after too long, making what was already a relatively useless signal into actually painful noise.

This may be due to the fact that files change in the tree while it attempts to analyze, but this is a very frequent occurrence in this and other repos.
