`Connect-HueBridge` should reconnect seamlessly (using -DeviceID)

Connect-HueBridge connects to a Hue Bridge. For first connections, this requires a physical button press.

Hue bridges often renew IP addresses after a network outage, which breaks automation.

If Connect-HueBridge were refactored slightly, it could skip this step. If the device ID already exists, we can simply change it's IP.
