RabbitMQ Queue Type Change

Currently when stackstorm creates queues, it creates Classic queues, which work however for HA type environments I believe RabbitMQ recommends Quorum queues instead. It may be a moot change, but possibly something that may want to be looked into specifically for the K8s/HA deployment version of ST2.
