[RFC] TSC Governance Proposal: Document the TSC Meetings host rotation

Proposal to the Governance describing the TSC Meeting Host rotation. This would document the processes we already had for the past several months when the meeting host responsibility was rotated between the TSC members.

@rush-skills good call, the changes to the Governance requires an approval of 50%+ from the TSC members, according to https://github.com/StackStorm/st2/blob/master/GOVERNANCE.md#how-decisions-are-made

so yeah, this PR is missing votes to be merged.
