Add and !slapy and !nuky commands

Description:

Added two new commands, for fun:

!slapy <on/off> This will enable/disable random player slap every random 1-SECONDS

!nuky <on/off> This will enable/disable random player slap every random 1-SECONDS

Just for fun, while we get older and older while waiting for the UrT5 to be released.
