Update translation

All translations need to be updated since they are not complete. The translation system will change from this crippled ini approach to a csv based one so it becomes possible to edit translations with any spreadsheet application.

Thanks! I'll convert the old translation to the new format first. And the German translation is complete now :)

You can now just open the csv files in your favorite spread sheet applications and fill in your translation there. The list of all translatable phrases is here: https://github.com/Sponk/NeoEditor/blob/development/Neo/NeoEditor/translations.txt
