Add missing clilocs and an ini switch for ItemID skill behavior

Add missing clilocs when requesting tooltips and an ini switch to make sphere sending the magical properties clilocs only for identified items (attr_identified).

I could help with this but where I find the missing clilocs? About magix property, I did not find anything on source. seem to be script side

I think he means hardcoded clilocs, like when you use cliloc you don't need to add name, weight etc lines because they defined in sphere directly, probably he means the new values that will implement like bonusstr, bonusint etc.
