NPC's spell cast range

From what I discovered theres problem that all npcs have restricted range for spell casting (9 or 8 tiles?), while players have unlimited range for spell casting. For my purposes thats pretty unbalanced cause you can just lure cast npcs with spells and they cannot fight back. Havent found method how to change it, so if somebody help me with that problem, that will be great.
