Support for Source SDK 2013

There doesn't seem to be much support for Source SDK 2013, will that change in the future?

We do have a branch for it, but I don't remember the state that it is in: https://github.com/Source-Python-Dev-Team/Source.Python/tree/engine_sdk2013

I'll take a look at it this weekend to see what all still needs to happen to get it going. I do know SourceMod recently updated their sdk2013 branch of the HL2SDK, so things should be more up to date on that side.
